Contested Institutional Reform in India's Forested Landscapes

Why is there such a close coincidence between forest landscapes, tribal groups and poverty in India? Why has the acute poverty prevalent in these areas not reduced in recent years as it has for other group And is forest rights reform the solution? This series of papers from an IPPG project team across Eastern India and led by Oliver Springate-Baginski (University of East Anglia) considers the long term trajectory of rights deprivations and rights reform in India’s forest landscapes. Our findings show how despite de jure reform, securing de facto rights remains very difficult for marginalised social groups, in the context of asymmetrical power relations with the ‘street-level bureaucracy’ and lack of avenues for access to justice.
